The Kingdon of Tycho

Article One

The territory of The Kingdom of Tycho

1. The territory of The Kingdom of Tycho consists of the area of Earth’s Moon bordered by the selenographic latitudes of 38°South and 48°South and the selenographic longitudes of 6°West and 16°West and extends 100Km(One Hundred Kilometres) beneath the lunar surface and 50Km(Fifty Kilometres) above the lunar surface.
   
2. The Sovereign may, from time to time, extend the territory of the Kingdom of Tycho.
   
3. The Sovereign may, from time to time, reduce the territory of the Kingdom of Tycho, save that the territory may not be reduce to less than the volume defined in Article One, Section One of this Constitution.
   
4. In addition the body and immediate physical surroundings of the Sovereign are part of the territory of The Kingdom of Tycho.
   

Article Two

The Election of The Sovereign of the Kingdom of Tycho

1. The Sovereign of the Kingdom of Tycho is elected for life.
   
2. The Sovereign of the Kingdom of Tycho may abdicate at any time and for any, or no, reason, but may not abdicate within the first year of being elected.
   
3. The Sovereign of the Kingdom of Tycho may not be removed from office for any reason.
   
4. Only citizens of The Kingdom of Tycho above the age of 18(eighteen years old) are eligible to become Sovereign.
   
5. The election of The Sovereign of the Kingdom of Tycho is accomplished by successive rounds of voting by secret ballot of the citizens of the Kingdom of Tycho who are above the age of 18(eighteen years old) when the election commences. The election must continue until the Sovereign is elected.
   
6. All reasonable steps must be taken to ensure that all citizens of The Kingdom of Tycho vote in this election.
   
7. The first round of voting must take place within 720 hours of the death, or abdication, of the Sovereign of the Kingdom of Tycho.
   
8. Each successive round of voting must take place within 48 hours of the preceding round of voting.
   
9. In each round of voting each citizen must have the opportunity to cast one vote, and only one vote, naming one citizen they wish to become Sovereign of the Kingdom of Tycho.
   
10. In the first round of voting any citizen may cast a vote for any citizen of The Kingdom of Tycho.
    
11. In the second, and each successive round of voting, citizens may only cast votes for those citizens who received more than 10%(ten percent) of the votes cast in the preceding round of voting, unless no citizen, or only one citizen, received more than 10%(ten percent) of the votes cast in the preceding round of voting, in which case any citizen may cast a vote for any citizen.
    
12. The first citizen who receives more than 66%(sixty six percent) of the votes cast in any single round of voting will be elected Sovereign and the election will then end.
    

Article Three

Duties of The Sovereign of the Kingdom of Tycho

1. The Sovereign of the Kingdom of Tycho must ensure that every person residing within the territory of The Kingdom of Tycho has equal access to adequate air, water, food, light and a pleasant environment in which to live an active and fulfilling life.
   
2. The Sovereign of the Kingdom of Tycho must ensure that every person residing within the territory of The Kingdom of Tycho has equal access to adequate health and sanitation resources for the entire span of their life.
   
3. The Sovereign of the Kingdom of Tycho must ensure that every person residing within the territory of The Kingdom of Tycho has equal access to adequate educational resources for the entire span of their life.
   
4. The Sovereign of the Kingdom of Tycho must ensure that every person residing within the territory of The Kingdom of Tycho is free to act in accordance with their own conscience and beliefs as long as such actions do not impede the freedom of others to act in accordance with their conscience and beliefs. Where such conflicts exist the Sovereign, either directly or through his duly appointed agents, shall act as the sole and binding arbitrator of the limits of the actions permitted to citizens and may impose such penalties as he sees fit on any who contravene those limits.
   
5. The Sovereign of the Kingdom of Tycho must ensure that every person within the territory of The Kingdom of Tycho obeys his laws.
   

Article Four

The Rule of Law

1. The Sovereign and all the citizens of The Kingdom of Tycho shall be bound by this Constitution.
   
2. The Sovereign may decree and repeal such laws as do not contravene this Constitution.
   
3. The Sovereign may impose sentences of fines and/or confiscation of property and/or incarnation and/or exile upon any who contravene His laws.
   
4. The Sovereign may appoint citizens of The Kingdom of Tycho to administer and enforce His laws and impose sentences on His behalf to any degree that He permits.
   
5. Every citizen of The Kingdom of Tycho has the right of final appeal to the Sovereign of sentences imposed by the agents of the Sovereign.
   
6. The Sovereign may not decree any law that contravenes the Universal Declaration of Human Rights.
   

Article Five

Citizenship

1. Any person born within the territory of The Kingdom of Tycho is a citizen of the Kingdom of Tycho.
   
2. Any child of a citizen of The Kingdom of Tycho is a citizen of the Kingdom of Tycho.
   
3. The Sovereign may grant citizenship of The Kingdom of Tycho to any person, at any time, for any reason, provided that person has not previously renounced citizenship of The Kingdom of Tycho.
   
4. Any citizen may, at any time and for any or no reason, renounce their citizenship of The Kingdom of Tycho by informing the Sovereign in writing of their wish to do so.
   

Article Six

Amendments to this Constitution

1. The Sovereign may, from time to time, put proposed amendments to this Constitution to a vote by secret ballot of the citizens of The Kingdom of Tycho.
   
2. All reasonable steps must be taken to ensure that every citizen of The Kingdom of Tycho is able to cast a vote in this election.
   
3. Only citizens of The Kingdom of Tycho above the age of 18(eighteen years old) shall be eligible to vote in ballots on proposed amendments to this Constitution.
   
4. Every eligible citizen of The Kingdom of Tycho must have the opportunity to cast one vote, and only one vote, either accepting or rejecting each proposed amendment to this Constitution.
   
5. Any proposed amendment to this Constitution that receives an accepting vote by more than 66%(Sixty Six percent) of the citizens of The Kingdom of Tycho shall be incorporated into this Constitution.
