His Royal Highness, King Declan I, Sovereign of The Kingdom of Tycho, by the powers invested in him by the people of The Kingdom of Tycho, proclaims on this the 1st Day of the Month of June in the Year 2001 that all persons, organisations and legal entities wishing to survey, explore or examine in any fashion lands within the territory of The Kingdom of Tycho with a view to commercial gain must first be granted a licence from the Sovereign.
The penalty for undertaking such commercial exploration without first being issued a licence shall be a fine of a value as determined by the Sovereign not exceeding the value of the commercial gain realised by those undertaking the exploration.
