His Royal Highness, King Declan I, Sovereign of The Kingdom of Tycho, by the powers invested in him by the people of The Kingdom of Tycho, proclaims on this the 26th Day of the Month of November in the Year 2005, a system of rewards for persons who prepay their taxes.
These rewards shall be in the form of discounted, pre-dated certificates that are redeemable against any tax, duty, levy, or any other payment to be made to The Sovereign of The Kingdom of Tycho.
These certificates shall have no encashment value; they can only be used for payment of taxes, duties, levies and other payments due to the Sovereign of The Kingdom of Tycho.
These certificates shall be barer instruments and freely tradable.
